      Carolan (sociology, Colorado State University) examines the technological, political, and social factors behind the rise, fall, and recent resurrection of ethanol (ethyl alcohol) fuel in the US. A detailed survey of the history of ethanol fuels begins with 'sin tax' on alcohol from 1862 to 1906, and continues through ethanol's rising popularity among inventors, technicians, and farmers in the 1920s and 1930s, and its near-extinction in the face of a monopoly on a patentable lead-based gasoline by a conglomerate of oil, chemical, and auto manufacturing interests. The author examines pressures pushing against ethanol, such as early New Deal policies limiting production of agricultural commodities that could be used for ethanol production, as well as factors that gave ethanol production momentum, such as political forces in farm country, especially Iowa. He reviews recent research on the benefits and drawbacks of various biofuel forms, and looks at ethanol's resurgence, aided by support from non-market forces, in post-911 geopolitical and environmental realities. Although he succeeds in being neutral throughout th, the author warns that "those who believe that ethanol and biofuels could ever fully replace oil will not like how this story ends."
